Reaction to Escudero’s claim that they knew nothing about HB changing SSC to Dr. Salvador Escudero III State University

My article today is a reaction to the announcement by the Escuderos wherein they claim (Senator Chiz Escudero, the son and Congresswoman Evie Escudero, the mother) that they knew nothing about the bill that was passed by the House of Representatives changing the name of Sorsogon State College to Dr. Salvador Escudero III State University.

First, let’s start with this announcement sent to me by a reader:

2) Ang ideya kan pagpangaran kan SSC sa Dr. Salvador Escudero III State University ipig introduser bilang sarong amendment ni Cong. Rodolfo Fariñas kan Ilocos Sur asin dai ning kinaaraman si Congw. Evie Escudero o magin si Sen. Chiz Escudero.

3) Matapos maaraman ni Sen. Chiz ang pig introduser na amendment ni Cong. Fariñas, tulos ining nagpatugon na saiyang kokontrahon ang siring na ideya pag abot kan bill sa Senado.

4) Ang pamilya Escudero dai man naghahangad, direkta o bako, nin anuman na pag omaw o pagrokyaw hali sa publiko para sa saindang serbisyo sa banwaan. Ang saindang serbisyo bulahos, honesto asin dai naghahalat nin anuman na katunggal.

5)Pusog ang paninindugan nina Sen. Chiz asin Congw. Evie na obligasyon ninda na pagserbihan nin tultol asin honesto ang mga namamanwaan asin lain ini utang na boot sainda kan publiko.

Forgive my translation because there are words here that I don’t know how to translate. So here’s my best translation:

“To those who are asking about the idea of changing the name of Sorsogon State College to Dr. Salvador Escudero III State University, the Escuderos have responded through Bobby Labalan.

1.) The Original bill that was authored by Congresswoman Nanay Evie Escudero says that Sorsogon State College should be Sorsogon State University and not Dr. Salvador Escudero III State University.

2.) The idea to name SSC to Dr. Salvador Escudero III State University was introduced through and amendment by Congressman Rodolfo Fariñas of Ilocos Sur and Congresswoman Evie Escudero or even Sen. Chiz Escudero knew nothing about it.

3.) That after Sen. Chiz found out about the amendment introduced by Congressman Fariñas, he immediately said that he will block the bill in the Senate.

4.) The Escudero Family do not wish, directly or non-directly, with anything to honor or glorify them in public for their services to the province. Their service is (bulahos) (I have no clue what that word means) and they’re not waiting for anything in return.

5.) (Pusog) (I don’t know that word) Sen. Chiz and Congw. Evie believe that it is their obligation to serve with honesty to their constituents and they don’t feel that their constituents owe them a debt of gratitude.

Ok.

Basically, the claim is that the Escuderos (Senator Chiz Escudero, the son and Congresswoman Evie Escudero, the mother) knew nothing about the bill. Evie Escudero claimed that when she originally authored the bill, her intent was for Sorsogon State College name to be changed to Sorsogon State University and not the name of her husband, the former Congressman of the 1st District of Sorsogon. But because it passed the House without her knowledge, Sen. Chiz had to stop it claiming delicadeza. That’s what they want us to believe! But I find it very superficial!

So what happened to her House Bill? Why was it amended without her knowledge? And how come it passed the House without her knowledge as well? The question is this – Is it really possible for the main author of the bill to not know that there was an amendment made?

Ganito po yon.

Usually po, when a representative files a House Bill and he or she’s the main author, he or she will try to get the support of another Congressman/woman in the form of co-authorship. Di ba ganun yun?! Diva? Diva? Both of them will sign the House Bill and the main author gets a copy of the bill. After the 1st reading, i-re-refer na to ngayon sa Committee na mag-de-determine kung me public hearings, at which point, kung totoo yong narinig ko, wala daw! Korek ba?

So dun pa lang, paanong hindi nalaman ni Congresswoman Evie Escudero?!

In case there were amendments on the proposed house bill made by other Congressman/woman, the Main Author will get a copy of the House Bill for concurrence or rejection! Eh sabi, it was amended nga ni Congressman Farinas!

Oh, eh baket na-ipasa ang House Bill? Saka, baket ang claim ni Congresswoman Evie eh hindi daw nya alam? Somebody amended her original bill tapos hindi nya alam? Eh pag ka me amendment, kelangan nyang mag concur or reject diva? Which means, nag-concur sya! Korek?

Dahil nga ang House Bill was amended daw ni Congressman Farinas, ang mga proposed amendments could take up numerous committee hearing and in these hearings, kasama po ang Main Author and the Co-Author, kasama yong nag-sponsor nang amendments at kung sino sino pang mga stakeholders.

Oh, hindi pa rin ba alam ni Congresswoman Evie na iba na pala yong House Bill samantalang sya ang meyn otor? Panong nagkagan-un?! Haller! Wala sya sa mga hearings? So, sino ang nag-concur?

Kung ang simbahan merong two readings, sa House tatlo ang readings kasi karamihan dun puro tikbalang! Yong pong House Bill ida-daan sa First Reading for approval. It appeared na pumasa sa First Reading based sa submissioin nung Committee, meaning, merong concurrence si Congresswoman Evie. Korek?

Dumaan sa Second Reading. Paano nakalagpas sa pagkaka-alam ni Congresswoman Evie that it passed on the 2nd reading with amendments? It appeared na pumasa na naman! Meaning, concurred na naman yong meyn otor!

Dumaan sa Turd Reading. Pumasa na ulet! Meaning, kangkard na naman ang meyn otor! Anoveh?!

Granted for the sake of argument that Congresswoman Evie did not want her husband’s name on the House Bill and that she wanted the name Sorsogon State University, oh eh, how come she did not reject the House Bill dun pa lang sa first reading!

So the question becomes – eh asan si Congresswoman Evie nung pumasa sa 1st, 2nd and turd?! Kung wala si Congresswoman doon? Sino ang nag-concur? Kung andun si Congresswoman, ba’t hindi ni-reject? Alam mo yon?! Dahil ba Majority Floor Leader si Farinas pinasa nya agad agad? Alam ba ni Farinas ang opposition in Sorsogon about the name change? Ano nga kaya ang nasa “minutes” noh?

Hoy! Hindi kami tanga!
